Since Myanmar’s military coup in February 2021, the UN has had to contend with the question or who represents Myanmar: the civilian government or military junta?
The approach taken by the various parts of the UN to this critical question has been inconsistent. Myanmar is represented at the General Assembly by a representative of the National Unity Government while the International Court of Justice has allowed the military junta to represent Myanmar. At the Human Rights Council and in other UN forums, Myanmar has been excluded altogether. This has meant that in matters being discussed at the UN, the people of Myanmar have been denied a voice. Myanmar’s representation at the UN is in a state of limbo and urgently needs clarification.
